Teams

Farul Constanţa, Otopeni and Gloria Buzău were relegated at the end of the 2008–09 season after finishing in 16th through 18th place. They were joined by Argeş Piteşti, who were demoted upon a decision of the Romanian FA on 8 July 2009 after their owner, Cornel Penescu, was found guilty of corruption.[1] As a consequence, 15th-placed CS Gaz Metan Mediaş were spared relegation.

The four relegated teams were replaced by the champions and runners-up from both Liga II 2008–09 divisions. Ceahlăul Piatra Neamţ and FC Ploieşti were promoted from Seria I while Unirea Alba Iulia and Internaţional Curtea de Argeş were promoted from Seria II.

Promoted team FC Ploieşti were renamed FC Astra Ploieşti, effective to 1 July 2009.[2]

Rules for classification: 1) points; 2) head-to-head points; 3) head-to-head goal difference; 4) head-to-head goals scored; 5) goal difference; 6) number of goals scored.
1Since 2009–10 Cupa României winners CFR Cluj and runners-up Vaslui qualified for European competitions via their league placement, the allocation of UEFA Europa League spots effectively reverted to league placement as well, with 6th-placed team Dinamo Bucureşti also qualifying.
2Internaţional were denied a licence for the 2010–11 season because they failed to meet the requirements. Pandurii Târgu Jiu as the best-placed relegated team were therefore spared from relegation.
(C) = Champion; (R) = Relegated; (P) = Promoted; (O) = Play-off winner; (A) = Advances to a further round.
Only applicable when the season is not finished:
(Q) = Qualified to the phase of tournament indicated; (TQ) = Qualified to tournament, but not yet to the particular phase indicated; (DQ) = Disqualified from tournament.
Head-to-Head: used when head-to-head record is used to rank tied teams.
